The Treaty of the Meek was suggested by the three remaining dragon matriarchs after the death of Khemmet in an attempt to keep him from being resurrected by any wielder of draconic magic.
Not that they'd tell the world the true reasons for the Treaty. It gave several small concessions to the "lesser" or "meek" races of the world, including the banning of the creation of kobolds and the inability for dragons to directly interact with the natural world outside of the Obsidian Isles, In exchange, the lesser races would no longer hunt dragons or send any aggressive parties to the Obsidian Isles. The world leaders saw no down side in this treaty and signed immediately and in perpetuity. Once the treaty was agreed upon, the dragons allowed themselves to be bound by it and as far as they were concerned, Khemmet would no longer be a threat. The leaders of the "meek" races didn't realize, however, that the dragons had left themselves some loopholes in the agreement and were able to create several humanoid races of their own to affect the world in a limited fashion. Dwarves and Dragonspawn were indirectly brought about due to this treaty.
